Buzzing static sound in speaker
Static can be caused by a few things.
Does the static persist if you unplug the audio cable from your computer?
If so, the static is being caused by the amplifier built in to your speakers.
If not, the static is probably caused by interference on your sound card. Try plugging the speakers in to a portable media player. You might need to replace the sound card in your computer.

First, most basic question, and apologies for this, but have you got the switch on the back of the main unit set to 'on'?
Assuming the answer to that is yes, have you used this unit successfully before, and has anything changed recently that might have led to a problem. There is a power supply board that may be damaged, but let's go through the possibilities a step at a time.

Loud hum when Bose Companion 3 Series II speakers are turned on.
I had the same problem for many months. I asked a sound & video professional and he suggested I move the subwoofer away from any power source. I had the subwoofer next to my UPS. Once separated and moved all wiring away from the power supply (about 12") the low bass hum was practically gone.
Sound stutters
Def. sounds like a software driver problem - but not for the spkrs - but for the sound card. Do a "Windows Update", selecting "Custom" in lieu of "Express". After it inventories which updates apply to your system, over on the left of the screen, click on "Hardware Updates" - see if there are any drivers listed for your sound card. Select them, and click on "Install Updates". If not, determine *exactly* which sound card you have, go to the manuf. website, look for drivers for Windows XP, download/install.

Pyle P22-03ABTU stereo receiver.
Question edited for clarity. It is a 'Pyle' not a 'Pile'.
It is under warranty. Return it, an internal component has failed probably an electrolytic capacitor.
One thing you can try is to disconnect it and move it to another room to discount EMF from something.

Bose wave radio doesn't turn on with the remote but one time in 20 to30 times pushing the power button.
You can check with new battery in the remote. Next you point a digital camera, a smartphone should do fine, at the infra red transmitter on the front of the remote and then look on the camera screen if you see the ir light flash different pulses for each button. Infra red light can not be seen but a digital camera shows it really well. Confirm this with another remote. Now you know if the remote functions right. Remotes are available on-line or one can use a universal type remote. The IR receiver is often welded onto the circuit board. This means that it is not right behind the front panel window. It can be obstructed, perhaps by dust or displaced. This is generally speaking.
