Recover to factory condition windows vista
To use this feature put the original windows disk into your pc/laptop and reboot. As soon as the reboot starts starts pressing F12. Choose the menu option that allows you to boot from a CD. VISTA will start and in the next few screens allow you to install to the original factory conditions.

How to turn on service that detects connection status?
If a Red X appears over an ICON, it means the pathway is no longer open and available. This will happen when a program has been DELETED or moved to another location. In short the LINK is not connected and/or the data no longer available for you to use.

I do not know who or what an administrator is how to contact them
That happens when you are running a user account that is not the administrator account. In many ways this is smart because trojans and viruses have the same trouble installing. In schools or office buildings where they want to control who installs what on the computers it makes less problems for an administrator to fix. In your case switch users and log into your administrator account in control panel see if you can give your usual user account administrator privileges, shut down administrator account and log into your usual account and see if it now has administrator privileges in the control panel/user accounts. If not then install software while logged in the administrator account but install for all users from now on. Or you can only use the administrator account and set it up the way you like it (like your regular user account)

It's a Microsoft utility. It should work with vista.

That's strange as the wireless printer communicates with the router, not the modem. Did you change routers, or bypass the router when you hooked up the new modem?Usually, you use the panel on the printer, Settings, tochange the wifi device to use, and enter a password when prompted. With newer routers and printers, there's a WPS button that allows the new device to be added without needing to know a password.Just a few ideas you might try to get it working again..
