If compressor starts, check the running current of the compressor. If amperage is too high together with the discharge pressure, try cleaning the condenser fins and then after cleaning test the amperage and pressure again. If the pressure is still above the normal operating of 300psi, release some freon. If the discharge is too low below 200psi and running ampere of compressor is below the rated ampere of the unit add some freon from the suction line until it reaches 60-65psi. If still suspicious with the unit, try removing all freon charge and evacuate the system to 30 in. Hg to remove any moisture from the system and hold the vacuum for 30 minutes. If no increase in system pressure, recharge and check pressures and amperage.

Off all winter; now won't turn on. Used remote
Hi!!
I am assuming that nothing comes on in the display.
Check:
power cord for continuity,
power to board, if OK, replace board.
These are the only two things I can think of that can stop compressor and fan from working.
Don't forget to rate this answer, Good Luck!1

Window ac/heater freezes up when using the heater?
This is likely due to a lack of airflow. Make sure that the air filter is clean and that there are no obstructions blocking the air intake or exhaust vents. If this does not resolve the issue, you may need to have a technician come out and inspect the unit for any other potential issues.
