Nope, the call blocks are handled by the switching hardware the cell provider uses. You can set your bb to block text messages, multimedia messages, pin messages, blackberry internet services, and enterprise email, but that's it.

are you using the charger that came with the BlackBerry?  cause sometimes that can make a difference.
otherwise you might just need to get a new charger.
and usually the wall chargers work the best.
i had a BlackBerry Pearl 8100 and the same thing happened to mine.

There is no setting to resolve this problem. The only thing that you may try is a soft reset. Remove the battery from the back of the phone for about 10 minutes and then put it back in.

If the soft reset would not do any help, return the BlackBerry and ask for a replacement.

This is a camera chip module problem OR camera software problem. First, try to reset your phone to factory defaults. If that doesn't help, have your phone's ROM reflashed. If that doesn't help. a couple of questions first, do you have a blackberry account with t-mobile or is it the personal account with internet and email?
have you emptied your cache files lately.
what size is your microsd card or do you have one?
have you made sure your internet settings are correct. one your own not at the t-mobile store.

A couple of solutions to avoid doing a full software re-install.

Check your profile settings - From home screen, Profile, Advanced, Active, Edit, Phone - Check both in and out of holster to make sure the tone is active in both. If not change the settings.
