If you are connecting to the switch using the console port using a console cable. Make sure your settings for hyper terminal are on COM1 and the baud rate is 9600.

If you are trying to telnet, you will need to assign an IP address to the VLAN in order to telnet into the switch and configure a password or it will not let you in.

Enter the admin mailbox (usually FEATURE 981). Follow the prompts to enter the mailbox change menu for the box you need to reset and select the "reset password" function. There is a call back feature in the system. Sometimes when you receive an internal call from another extension and you are on another call the caller will hit callback. You actually have to return the call to that extension to stop the light from flashing.

It is a long time worked on nortel. check the cards have inserted properly with the interface. that would be my first look.
