(tells PC to go to battery early) this signal ends up on the charge chip called Charge Control line. the schematic is free. have no battery pack schematic that drives this pin but its tells the PC to go to (battery early, as power fails AC) the changer over is not instant so they this pin tells the PC early, the power is failing my guess, it can detect power loss, in the pack, in 2 milliseconds flat. (power loss early warning)

Does that mean it DOES power up without the battery? Or by power pack do you mean the AC adapter? Replace it. either way

Try using an external keyboard...provided that it works you should consider replacing the laptop keyboard that is also considering the age of the system as in if you still want to invest in it or use the external keyboard and or onscreen keyboard as the 'v' alternative

Try downloading the latest bios for the laptop, i had the same problem of windows reporting that the battery was fully charged when it was actually empty, a bios update fixed the problem

Re Laptops

The tolerance level is around 10% of the input voltage of the charger for a laptop
So check the rating plate of the charger.

If it says 19v and you have hit it with say 23v you should get away with it however if you hit it with 30v+ then there is a good chance that the voltage regulator circuit is fried

Re Mains Supply

If you are talking about static electricity hitting components then all bets are off as they can run into 1000's of volts.

If it was a lightening strike then again you can get some really big voltages down power and phone lines etc.
