The fuse may be gone in the charger. There's a ring, near the silver tip, of the plug that goes into the cigarette lighter. If you unscrew the ring the plug will come apart. Take care not to lose the silver tip as it may fall out. Replace the fuse and it may solve the problem.

Cathy, what follows below is cut and pasted from a Garmin tip I wrote for your problem:-

"You have Garmin Lock activated on your nuvi: there are only two ways you can unlock it.

1. Enter the PIN code (but you clearly don't have it).

2. Take the unit to the Security Location you chose when activating Garmin Lock: it will then unlock without the PIN code and you can then either reset the PIN or disable Garmin Lock. The Security Location should not be the owner's home address, but many owners ignore this recommendation. Many owners choose their workplace or a close friend or relatives address for this purpose.

If neither option works then your unit is useless unless you send it to Garmin with proof of purchase. Garmin charge for the service and if your maps are not up to date then it's really a waste of money as the investment would be better spent on a new unit with current mapping.

I hope that you manage to either fix your problem using my advice or at least can decide whether to abandon the unit and buy another."

So to summarise, unless your seller knows the PIN or unless the seller can take the unit to where Garmin Lock was set up in order to deactivate it for you, you have purchased a useless brick, sorry.

Sounds like you both have a battery problem. I experienced a similar problem when trying to charge via the USB-cable connected to my computer.
Ended up buying an original charger (expensive) and the charging went smooth.
The car charger should in any case work fine, so probably your battery is not very healthy.

Try holding your finger on the battery symbol for about 10 sec. The unit will then switch to a technical page. There you can observe the battery and charging voltage. When I plug in my computer USB-cable, I read around 4,4V and that is not sufficient for charging my battery.
When connected to the original charger, this voltage rises to about 5V which gives a nice charge. When unplugging charger, the unit displays the battery capacity. If the charging voltage is OK, but battery capacity drops quickly after you unplug charger cable, the battery is probably bad. (Of course you have to charge is for some time) I think around 4V battery voltage give 100% capacity. 3,9V gives about 90% capacity.
This will not solve your problem, but can give you an idea about what is wrong.

Go back into your tools and settings and re select the voice of american jack and see if it comes back on.
I lost the voice 2 days ago while on a trip from tenn. to florida and this fixed it. we never shut off the voice but somehow while using bluetooth or FM trans it shut off voice transmiting.

Try update the unit with the latest firmware by using WebUpdater from Garmin. 

Liquid and electronics don't mix. You can cause more damage leaving the power applied to the unit when it is wet. Water is conductive due to the metals found in water. This can short out components and damage them.Electronics that get wet need to be taken apart right away and washed in a 90% alcohol bath and blown dry with compressed air. The alcohol displaces the water and will dry on its own. The compressed air helps speed up the drying process and blow out any residue in hard to reach places or under parts.If the unit is allowed to dry without being cleaned, a white residue will form around components and the residue can short out connections.There are some parts that can't be recovered due to getting wet, like LCD displays, batteries and speakers.I would suggest taking the unit to a professional to have it looked over. There are some places that won't work on water damaged electronics because even if you can revive them, there is no guarantee they won't die tomorrow and many places will not offer a warranty on water damaged unit.

I think you need a new battery.
