Hi Christine.
You should be able to use the Windows CE network setup wizard (unless third party software has been enabled to manage the network in place of Windows Zero Configuration).
To setup the static IP see here:

To choose or set Wi-fi network:
Ensure Wif-Fi is enabled.
Click the Wireless symbol located at the right-bottom corner of the desktop and choose "Options"
Choose "Regulatory" from dropdown menu.
Choose country settings if required.
Check or uncheck the box for "Enable 802.11d" as required by your settings.
click again the Wireless Icon and choose "Find WLANs"
Choose the network your want to connect and click connect.
After changing network settings, restart the unit by holding down the red button 10 seconds.
