the manual specifies that if you select for recording the FR mode the machine automatically adjusts the recording mode for the program to fit on a 4.7G dvd. If you use a dvd DL if will auto detect that you have this type of dvd and the FR mode will automatically allow you to make full use of the available space. Depending on the space needed on the dvd the picture quality will be good to excellent (refer in the manual to Recording Modes..)

I don't know this exact model, but other Panasonic models have similar functions. Usually the OTR option allows you to start recording easily and is not designed to have any other options associated with it. To set timed recordings, there is a sequence of steps required. The OTR is for recording when you are present. I will confirm this with Panasonic and update this.
You should look in to the User Guide for the Same. If the User Guide shows your Remote with this Sign and practically you don't have this one in your Remote Control, you should contact the Vendor and he'll replace your Remote with the New one for Free of Cost.

The VCR and DVD recorder won't eject/open on command either, so my guess is the capacitors on the power board are dead. Upvote
