No picture
Try to connect a DVD player or some other device to get video into the TV, just to make sure is not your digital box.
Try all the video inputs if possible.
Picture cut
Sounds like a bad panel, although the audio problem is puzzling. When you say "cut off" is half the picture missing? A better description would help
I cannot get sound out of the TV
Sounds like you have the variable audio out of your tv going to stereo, and variable audio means when you turned the sound down the sound off and then you have no audio. go through tv audio menu, you have fixed out, variable out, also speaker on and off, these need to be set for your application.

if not mabey it was never connected inside the tv from factory

the input should correspond to the numbered input that your equipment is pluged into

Connection
The monitor outputs on most Sony TV's are regulated by the volume level. In other words if the volume is set low then the output will be low. Go into the menu of the TV and turn the internal speakers off and then see if there is an option to set the audio output to FIXED or VARIABLE. Set it to fixed and all should be good to go.

sorry, but i'm an electronic technician. I don't know enough information about strapping a tv to any type of stand. I wouldn't trust it.

Sounds like you have a home theatre system, and you need to run rca cables from audio out of the tv to audio in on the amp, and turn the speakers off in the tv menu and set audio out to fixed or turn tv volume up all the way to get enough audio siginal.
Accessing External Inputs Settings
you have to use the remote control for the tv not the dvr.
the dvr control likely cannot control the tv inputs programming unless you can program the correct code. and most new lcd panels don't have the correct codes for existing remotes
access using ext on the tv remote.
you may have to go into the menu and tell the tv what the ext is set to ie.. a channel or a input.
Closed Caption
I repair alot of flat panel TVs and whenever you're dealing with a problem with OSD (on screen display) That means that the microprocessor circuit is having a problem. The microprocessor is always found on the main board of these units. So I suggest you take it to an authorized Sony repair shop to be checked out.
