This not good, take warm soapy water and clean until spotless and test, if okay no further action required, if no change! check for any bare metal inside the interior, if everything checks out, the magnetron maybe the culprit. If it has a hood it will need to be replaced.

Push the microwave door tightly closed. The computer will not start cooking until the door is closed for safety reasons. Some models of microwave will give a warning on the screen if the door is open.
Ensure you have programmed a heat setting, entered a cooking time and pressed the "Start" button on the microwave's keypad. Check that the microwave is not set to "Defrost" mode.
Unplug the microwave and wait for one minute. This measure will reset the microwave's internal computer if it has frozen or scrambled. Plug the microwave back in and try again.
Ensure the keypad lock mode is inactive. Most microwave ovens have a lockout feature that prevents children from starting the microwave while unsupervised. Lockout mode is usually deactivated by holding down the button that bears a padlock symbol (like the "Start" button in the photograph).

I have no solution but did look up the Title 21 subchapter J as well. As with ALL federal regs and documents I did not have time to read a frickin book. Lol. I will continue my research on this as we purchased the same model Sanyo last week. Defiantly threw up a red flag for me as well. Just don't ask me to register my guns. Haha. Sorry I was not any help but if Dealers/Wholesalers are required to do this then we as consumers need to know what needs to be done if anything.

first thing I would suggest is a hard
reset. Unplug the unit for a
minute or so. Then plug it back in, set the clock and try again.
If that doesn't work,
leave it unplugged for about 5 minutes.
If it still fails, you likely have a shorted membrane keypad.

It sounds like the magnetron may have
either failed or is not being supplied with the extremely high
voltage required to run it.
YOUR
SAFETY IS PARAMOUNT
This is a job for a professional but if
you are safety clued up, here's instruction.
Make sure the !!!!any
capacitors are discharged!!!!! before attempting any sort of
repair.
Check the door interlock switches first then the high
voltage diode with either an AVO model 8 or moving coil meter on high
resistance range for short circuit, (DVM's won't show the fault!),
the capacitor can fail and go short circuit, the feed fuse on the
primary of the high voltage transformer and then finally, the
magnetron is best checked by substitution.
