I had the same problem. I was able to use two butter knifes (using dull edges) to 1. pry up cap slightly and 2. pull gasket over lip of cap

I then worked the gasket off by lifting the cap right behind where I was removing the gasket.

Once the gasket was off, I was able to remove the cap easily.

I then put the gasket back on, undamaged, and could use like normal.

The difference between the lock and unlock position is only around 20-30 degrees.

Uh, may I encourage everyone to check the trigger under the handle...we went through taking the whole thing apart and it was just that the trigger was stuck in the open position, which poured the water out continually!

Hoover steamvacs don't use belts. If the brushes are not turning, pull the brush block out, turn the machine on and see if the square hole where the brush block was, is turning. If not then the turbine is bad. Sometimes you can take the turbine apart and clean it out. most times I have found , replace it.

There is a duct in the front of the water recovery tank that you remove to install the upholstery hose. If this duct is missing or not installed properly you will have no suction

It may be soap residue not rinsed from the carpets. You may also have something in the brushes causing the lines.

The plastic clips in the handle that hold the trigger may be broken. Take the handle apart and inspect this area closely

The most common issue with this is the white nozzle tip broken. sometimes it comes out. it still could be the trigger. take it to a shop and they can tell right away. the trigger is spring loaded, you should feel tension. It sounds like one of the hoses that supplies solution has either ruptured or come disconnected and is running out through the machine. Disassembling it is the only solution to check for that problem.

Look for a broken belt.

if you haven't use distilled water then your hose is stopped up or a plug somewhere, you will have to have it professionally serviced

That part has been discontinued. You should take it to your local vacuum repair shop to have it diagnosed. If the switch is actually at fault they can most likely help you with an alternate switch. It may not be the switch , so buying one would be a waste of money.
