Factory reset
There are two types of reset to TVs.
The first is simple to do; a Hard Reset; and the other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight; will be better. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; check the site linked here.

Where can I find a new replacement Power board for this Tv?
Hi, akk you have to do is search online with a search engine such as googleor bing. Simply enter make and model of tv and power control card, or power regulator card and several results should be thrown up. If you include your city / province / county / state the nearest suppliers can be found
It is a very straight forward process.
Be cautious with your card details if buying online or over the phone

TNPA4221 - Television won't turn on, fuses and transistors good
If TV is completely dead you have either a bad power or a bad main board.Talking form experience I'd go with the power board first. The alternative is to make sure the power board outputs the normal standby power to the main board and see that the main is not responding to command. That would point to the main. The fact that Q406 is not shorted does not mean it is good let alone that the power board is good; while the most common issue there it is definitely not the only one that can happen. You can send in the board for inspection/repair if interested although you're probably better off just buying a replacement.

Suspect the microprocessor in the set took a hit---if a reset exists for this set it may or may not help--also unplug set and or any box used for a while and then plug back---units will try to reboot.

Check for any loose solder terminals at the power supply regulator board. Resolder all suspected terminals, by applying fresh solder. If it do not help you, replace the board as card basis. Contact the nearest Pansonic authorised service center to buy a new one.
