Inactive SIM message may arise due to more than one issues. First things first check the hardware of your phone, to do this Put out the SIM card and check what happens. If it shows insert SIM card, its normal. If it shows the same inactive message then hardware malfunctioning.
Ok if the hardware is ok, then its simple. Inactive SIM means that your SIM card is not being able to register your Network carrier. The Phone with a red-line means SIM card registration failed. This may be due to 2 issue; either there is a issue at the Service provider End, to check this call the service providers from other cell or land-line and check the status of your connection against this SIM Card No. If they say everything is ok. you didnt completed your question what code it asks?
is it pin code or security code or unlock code

1)if it is pin code means it is your sim card s code this will get blocked after three attempts then you must contact your network operator s customer care to ask the puk code and then if you enter puk code that s all it will work...

2)if it is security code or unlock code then you try the default codes 12345 & 0000 respectively... or if not insert howmuch ever possible zeros(0)...

if there is no improvement means you just ask the handset owner who has set the code...
if it is not possible then take your cell to technician for flashing(means installing near software)
technician will be using one special DKU series cable which connects the pc & while purchasing it they will provide one software which will be having the option like to reset the code,flashing etc....
