It would be logical to assume that the charging circuitry is damaged. If you are considering a DIY (do-it-yourself), then pls determine the limiting resistor that reduces the 220 to 110. Thereafter check the diode, capacitor and regulator. The final output voltage of the charging circuitry is slightly higher than the voltage rating of the battery. It might also be worth your while to check if the battery will still charge (using an external charger or a multiple voltage adapter). Soon as the battery is charge, pls check if the motor will still run. Failure of either the battery to charge or the motor to run would make repairing the charging circuitry pointless and you might be better off purchasing a replacement unit.

You can buy a new one from aliexpress.com for around twenty dollars post free . Costs $35 for a inspection in my town . most times the switch or motor is burnt out . don't run for longer then 1/2 hour without a spell or the motor will burn out.
