My cuisinart em200 will not turn on.
Seems like this model has alot of issues based on what I am reading on the internet.
First thing you should do is make sure that your plug is working by moving your Cuisinart to a plug that you know is working or plugging something in that same plug that runs, so you know the breaker or GMI switch isn't tripped. Next, contact Cuisinart for assistance. I located the manual and it says nothing about troubleshooting issues like this. Contact information is included in the manual though, so here it is:

How do I drain the water from internal water tank on cuisinart ss700 ?
First, I'm not a Cuisiart Tech, but I have worked on commercial equip and similar table top machines. Call your vendor or MFR for help. Check your manual for "Storage" or "Shipping" instructions.
*** the following is for information only ***
* At work we had to test all these types of units prior to installing into a customer's location. In most cases it was not a problem to leave the water in the "Internal Tank Boiler" as it won't leak under normal conditions. Removing the water may also cause problems at start up. Air bubbles in lines, etc.
* Once in a while we had to send it via post office which requires liquids to be drained or protected with absorbent padding and placed completely in a water tight bag(s).
* Draining (if not explained by the MFR or in the manual) is tricky and requires the unit to be disassembled (voiding warranty) to get at the inner tank plumbing. Removing the hose at the bottom of the heater tank will allow the water to be drained. Reattach all hoses and leave a note that the machine has no water and needs to be re-initialized like a new unit from the MFR or store. Not following the pre fill instructions will cause an element burn out and ruin your machine.
* I've come across a youtube vid that gets you to the location of the tank (it's connected directly to the pump) but be warned that this is not for the faint of heart and will certainly void the warranty:
