System is not booting but only fan runs very fast
Try the following steps I'm doing to fix such problem like that or maybe pin point the root cause of the problem or the reason it happened.
1. Try to disconnect all the connection at the back of your computer
tower then press the power button of your computer for 15 seconds to
drain the remaining power.
2. Reconnect only the power button
and the monitor cable then turn it back on. (If the same thing happened
go to step 4 if not go to step 3)
3. ( From step 2 ) If it
turned back on, most probably the problem is one of the devices that
you just disconnected is causing the problem. Try to reconnect then
one-by-one and each time you connect them turn on your computer, let's
check if it's gonna turn on or not, just proceed until you finish
connecting all of the device or until you pin point the root cause of the issue.
4. (From step 2 ) If it didn't turn on, Open up your computer tower and reseat the video card, then turn on the computer

If still the same problem, remove your hard drive and turn on your
computer, if it turned on, meaning that the hard drive might be the
problem, if not, just put it back in
6. If still the same
problem, remove the memories from your computer, if you have more than
one memory installed remove them all, test the first memory to the 1st
slot and to other slots one-by-one, see if it turned on. Test the
second memory and so on, to the 1st slot and so on. Do it only with one
memory testing each memory.
7. Reseat the power cord coming from the power supply, the 21 pin and also the small one that is plugged into your motherboard,
8. Reseat the CPU

If all of those things failed, most probably that the power supply is
causing the problem. it's also possible that the motherboard is
affected, I hope not.
