the power for lighting comes from the ceiling junction box. usually the blue (lighting is connected to the black inc oming power along with the fan ( black). I would check the light pull switch on fan. There is no capacitor on the lighting side. Since you did not give more info on model I just selected d one. Usually you can but a switch at home centers.

Make sure your dip switches match in the receiver & transmitter. If you have a wall switch, make sure it's ON. If there are pull chains on the fan, press the high on remote then pull chain until it's on high speed.
Check to be sure the blades are clean and mounting screws are tight. Also that none of the blades looks like it is at a different angle than the others.
Check the cup/cap that covers the connection on top of the hub that has the fan blades...probably making contact and letting out that whoop-whoop noise/sound.
Loosen the screw holding the cup/cap in place and shift it up/away from making contact with the hub
An easy way! get an INLINE SWITCH. These are small line switches available at a lighting store or Lowes. Cheap!
Some are inline on/off switches that you simply place anywhere on the line cord. You cut the original cord, attach the wires as per the directions supplied by the maker, close it up and away you go. Still keep the Remote in tact. Set the remote to the "On" position and thereafter turn on or off with the inline switch. Done.
