Nothing strange about a 4 wire CPU fan cable.
One wire is for a Positive connection. One wire is for a Negative connection.
One wire is for a sensor that reads the RPM's. The last wire is to regulate the fan speed.
3 wire connector has one Positive wire, one Negative wire, and one wire to read the fan speed.
Manufacturers of fans can put the wires in their connector in any order they wish.
Therefore the 4 wire fan's connections may not match up to the 3 pin connection on the motherboard.
Move the wires around after testing the pins on the mobo, (MOtherBOard), with a multimeter.
Use a needle to depress the lock tab for the metal terminal in the connector, so you can remove the wire.
To explain:
The wires go down into Socket holes of that fan's plastic connector.
The wires go down into the BACK of the plastic connector.
The wires end in a metal terminal. It is a type of Molex rounded female terminal.
A Molex Female Crimp Terminal Connector.

Takes you to another page showing the metal terminal again. This time you can enlarge the image.
Click on the Zoom In icon at the top ( + )
Looking at the image, a wire comes in the Left side. The U shaped tangs you see are then crimped over the wire. The right side has the receptacle end for the pins on the motherboard. This end is in the Front of the fan's connector.
Come to the left partway on that round barrel shape, and view the tang that sticks out.
There is also one on the opposite side.
These tangs lock the female metal terminal in the plastic connector.
A needle is used on the Front of the connector, and is inserted up into one side of the socket hole.
Inserted up into one of the sides where a tang is.
Inserting the needle depresses the tang.
(You may also have to view the tang as best as you are able, and ensure that it is depressed. {Magnifying glass}
The needle is then inserted into the other side where the other tang is present.
This tang is depressed, then the wire, and metal terminal can be extracted out of the Back of the plastic connector.
Gently bend the tangs back out using the needle. Then after you have removed the wires, (With the metal terminals on their ends), you reinsert the wires into the plastic connector's socket holes, in the order you wish.
Don't use the sensor wire that regulates the fan speed for the 4 wire fan connector.
Use the Positive, Negative, and fan RPM wire.
