Frozen mouse cursor at sign in menu. will not allow me to sign in
try this: shut of the computer and unplug it and then take the side off and take out the battery on the mother board. push the power buttion and let go and then plug it in and start it up. that will reset the mother board to factory settings. one you have setup the date and time and everything soudl work again and if it does put the battery back in and put the back on. then if that does not work then you will have to replace the hard drive for the hard drive is bad where the drivers are for the mouse

folders,that's why you are not able to install it.
uninstall it completely.

Ram not reconized by motherboard
Before you pronounce it dead, try removing the ram chip(s), wipe the contacts clean with a pencil eraser and reseat them onto the motherboard 2-3 times.Still doesn't work, try new ones. Still doesn't work. Bad motherboard.
Setting up another laptop,to check a bad lcd screen
First when you attache the Ac adapter are there any lights do you see any lights? sometimes there is a light by the connector (jack) where you attach the AC. Otherwise this might be a mobo problem. Have you try to attach an external monitor? The top of the question mentions a desktop E520 but below points to a LCD. I am assuming a laptop. If you have another laptop with the same LCD screen then you can take the suspected bad LCD and place it in the good laptop. Also you can take the good LCD and place it in the bad laptop. First read the first lines of the preliminary troubleshooting.
Floppy diskette seek failure
That ones easy press the delete key or whatever key you need to get the bios up when the computer says so then find where the floppy disk drive seek setting is and change from enabled to disabled then go save and exit and it should reboot your computer as normal
No power
Since you said phone wire, I'm assuming you have a dial-up modem card to connect to the Web. Look at the card that the phone wire plugs in to. Try removing that card and power on the computer.
Whining fan dell E520 computer
Replace the fan as soon as possible. If the noise suddenly stops, DON'T assume the problem corrected itself. More likely, the fan completely froze and stopped spinning entirely and you're at risk of overheating something inside. Generally, there are usually 3 fans in a desktop computer (cpu/heatsink, case, and power supply) and sometimes a 4th fan if the computer has a separate graphics card. Laptops usually only have one fan.

The selection for the floppy drive will be set to ON. If you do not have one then you must disable floppy in set up (BIOS) menu.
You can enter the set up (BIOS) menu by tapping the F2 key.
