Onboard sound card does not seem to be working

cmi 8738 is a cheap solution. first disable the on board ac97audio in bios setup, then install the pci card into the pci slot. usually the system can find the sound card and auto install driver , if not, setup the driver manully.

Can Windows 7 run on this MOBO?

You have to got to the Motherboard manufacturers web site, you should be able to download a user manual and drivers from there. If there are no Win7 drivers, there's probably no support.

Shut it off

Explanation sounds like motherboard or SMPS problem.

Try removing all your cables from motherboard including hard drive and other cables. Make sure to note down the power button placement on mother to later set it up the same way. Also need to test motherboard

Unscrew your motherboard from the cabinet and tilt you cabinet, place some plastic or wooden peice on cabinet and put your motherboard over it. Connect VGA Cable & Keyboard to motherboard. Now connect the power cable to mother board. Looks like one in image and try powering on by connecting only powerbutton cables. See it allows you to on CMOS setup. If it does, try connecting hard drive cables and try booting up. If doesnt work, finally hope my recommendation might be of some information

Recommendation
Replacing either would be less costly then getting complete new computer. You already have rest of things just get a good & latest package of CPU and Motherboard.

the audio output appears to be directly next to your ethernet port the three consecutive headphone jacks green is line out pink is line in if your not receiving any audio after having speakers hooked up I would say look at your computer bios and make sure your on board sound is enable than check to make sure your drivers for the board are all up to date
