Flashing dots on screen
If you remember 'snow' from your old TVs, this is the digital equivalent of that and is caused by either external interference or by a semiconductor in the video chain (I assume you aren't hearing audible noise) that has gone 'noisy' and is producing random noise.
It is possible that the problem is associated with the LCD panel since most of them are now equipped with the final electronics that control what you see.
I think most service shops could find the source in short order as they will be equipped with at least a basic oscilloscope that could be used for signal tracing.
Just to make sure that the problem is internal to the set, you could attach a coaxial (shielded) cable to the 'antenna' input, remove all others, use a paper clip to short between the center pin of the free end of the cable and the outer shell.
If the spots are still there, then the problem is in the set. If it isn't, you will need to do some sleuthing as to possible sources of this random signal.
This may not work if your set shuts down the video path when no signal is present but most warn then with either a blue screen or a legend that states 'No signal.'

Marks on screen
If its just dirty marks use a solution of 50% deionised water and 50% isopropyl alcohol. Use a lint free cloth and it should lift the marks. Any household polish etc may react with the LCD surface and burn it. If you cant get hold of isopopyl go for branded cleaning kits for LCD TV screens. You'll get these in most electrical stores.

I had the same issue with my Samsung LN52A550. The 4 screws holding the TV stand are quite small and deep inside the holes. You can not take the stand off without take them out completly. I tried to remove them with magnetic screwdriver, tweezers but didn't help. So, by laying down my TV on its back on my sofa letting the TV bottom and the stand parts outside and lay down beneath to unscrew them again. With the grativity, some screws fall out right away, some may need unscrew a little bit more or shake the stand a little bit.
I could say it's a very bad design about this screwing system.
So, good luck then.

Samsung tv settings
it depends on what your using it for, adjust colour tones to what you think looks natural, contrast between 80-90, keep sharpness below 30. just have a play around till you find what best suits the source material.
