When I turn on the tv, the left side of the screen
It sounds like you have a bad slave inverter board. I've fixed a few of them with the same problem and it's always been this board. With the back off of the tv, it will be the board located all the way to the end where the problem is. It will have several wires going from it to the screen. You will probably have to get the part number off of the board to be able to find one, as I couldn't find one by using that model number.

I have a Samsung LE40R74BDX.
If the line is there whatever the source of the HD signal and whatever the image then the problem is inside the image processor - a line from the memory bus is fried and not read. The entire board must be replaced and it will cost you around $100.
This is really a job for a pro so take your tv to a repair shop.

Shocked when puting in cable to atenna
Likely only the discharge of static electricity but you can always unplug the TV and (if present) the cable box.
Modern sets have to be even sloppier in the assembly to have any dangerous voltages on shields of inputs.

Tv clicking on and off
Set a fan to blow into the back vents of the TV.
This will tell you if the issue is heat and it may buy you some time.
You can rig a small CPU blower to cool the TV from Comp USA but you'll need to know how to make a cord.

On off light flashing
Your
power supply board needs to be REPAIRED not REPLACED, replacing the board will just make the problem happen again in two years or less, if you can use a screwdriver you can send me the board and I will repair it for less than it would cost you to do it yourself ($50) with the correct components. Email for further instructions!
