There might be a possibility that the charging circuitry on the laptop's motherboard is defective & needs servicing. In order to do this, the laptop needs to be disassembled & the motherboard checked for defective/burned out components in the area near the DC jack. Any defective/burned out components found should be replaced, or you might need to replace the laptop's motherboard altogether.

Try flipping it over, unscrewing the back panels and pop them off. Take out 1 stick of memory if there is 2, or take all memory out. Then try to turn it on. It will either do nothing but turn on and beep, or it will turn on but show nothing on the screen. Then shut it off and put the memory back in. Sometimes this kind of reset gets past that bios screen. Otherwise your memory may be bad. The other culprit can be the battery. Try removing the battery and starting it with it plugged into the wall. Let me know if this fixes your issue.
I have a Compaq Presario

For that make sure SATA in bios is diabled.
When you power up the computer press F1 or f2 or "del" or ALT+F2 key to enter in bios.
Then go to advanced configuration and make sure SATA is disable.
Then save settings and exit.
If SATA is already disabled then you need to open back cover of laptop and reattach the harddrive into it's position. Then check.
Let me know if you need further assistance.
Thanks for using FixYa.
