hi first of all u should make a complaint to sony service center that ur mobile has got lost..If u dont find any reply from sony then u should make a complaint in cyber crime.. They will ask u for IMEI no. and u should provide them... But mostly u cant get that mobile but u can lock that mobile phone so that the device cannot be used by anyone..

u have noy mentioned the connection name. whether it is BSNL, AIRTEL,IDEA,HUTCH . if your balance amount falls under Rs 250 the message comes for BSNL
