you do not refill the unit yourself you need a Federal EPA license. 2nd it takes special equipment to fill this type of unit. you may have a defective compressor.

There is only one coolant circuit for a refrigerator. There is a fan that circulates the cold air from the freezer side and pushes it through the refrigerator side and that's how that gets cold. So if all or some of your refrigerent leaked out then the refrigerator will have to be repaired by a qualified technician if you still want to use it.

Generally there is not a fuse in a refrigerator. The manual is speaking about your house electric panel breaker or fuse. Plug a lamp into the outlet where you intend to plug the unit in. Steve, Have checked around the web for parts..ie temp sensor, control board, which would cause your problem if defective, and there are no parts avalible. NUTS!
