I own a Delonghi EAM3400 Expresso Machine that has
turn unit on ...switch on ... turn water steam control to open position ,,,,,it should sound load then go quite as air lock will come through .. hope this works if not i repair you need spares .. ..postal service too 07779933829

I have a delonghi 3400
you must purge the machine first, by waiting till the light turns on then slowly turn steam knob until a steady stream of water appears.Make sure unit is full of water.
Descalling
to descale the unit --- add about 1 cup of white vinegar to the water reservoir and run through the system. now do this one more time. and now run just water through it about 3 times.
do this about 2 to 3 times a year to keep everything clean and clear.

I keep getting "Fill Coffee Bin" when the bin is
Sounds like the grinder is blocked. Set the grinder to the coarsest setting (largest number) and try a few more times. If still no luck then vacuum out all the beans, run the grinder again a couple of times and then add a small amount of fresh beans (not from a fridge or freezer as these will be moist and can cause problems) and try making coffee again. If after a few tries it still doesn't work then you will either have to remove the top grinder burr and clean both burrs (not recommended unless you are bit of a handy person) or you could try vacuuming out the beans again and letting the grinder dry out for a while (although unlikely, it could be wet from water spillage). This valve will differ based on the DeLonghi models
If the machine is still under warranty you may void the warranty any time you take it apart.
When water heats it expands which creates more pressure in the boiler. This pressure may allow some water to sneak by.This valve is located behind the shower screen and keeps the water from being forced out of the boiler as it heats and the water expands. When you want to make coffee and turn the pump on the valve will stay closed until enough pressure is built up to push it open allowing the water to flow. When you turn the pump off, the pressure reduces and the spring on the valve pushes it closed. When the steam button is pushed the boiler heats up to a higher temperature and the pressure in the boiler increases putting more strain on the valve.So this valve may be loose or some time may be defective one.

Leaking water when not in use
With your DeLonghi off, open the front door and remove the diffusor. You will then see two hex socket screws holding the backplane that holds the diffusor. Make sure that these two screws haven't worked loose; it's a simple job to tighten them if they have. Then re-install your cleaned-up diffusor, and see if that solves the problem.

The infuser does go in at a slight angle "11:45" ish. Be sure the tabs on the sides of the infuser "pop" back out when it's in place. Try unplugging the machine if all else fails and it will do a self diagnostic. You could also call Delonghi tech support.
Grinds too long coffee still weak
You can adjust the grind, finer will give you stronger coffee. Think water through sand vs. pebbles. There are also settings you can find in your owners manual for adjusting the length and strength of your "pull".
Try Julius Meinl espresso roast, it's dark, rich and sweet. Definitely my favortie.

No offense to Irishwarrior but the answer to your question is yes, you can buy a replacement. Call Delonghi. The inner sleeve has a flat spot on the back that matches up with the steam wand. No glue, and o ring holds it in place, either the o ring is worn out or the hole in the bottom of the sleeve is partially clogged creating more pressure than the resistance of the o ring. A paper clip straightened out will "****" it out. If you need to replace the whole steam wand arm you would want to order a new "tap" valve. Delonghi can give you the # of an authorized service center where you can order one (Delonghi will not sell you "internal" parts)

Pull it off. It does just pull straight out. If it's "stripped" you can get a new one from Delonghi. I suspect you may need a new "tap" valve which Delonghi will not sell you because it is an "internal" part. They will give you the number of an authorized service center where you can order it if your just a bit handy.
