My dehumidifier suddenly does not remove any water
It may simply be a case that the air intake filter needs cleaning, as do the condenser coils. This is recommended maintenance, prior to using the dehumidifier for the first time each season. Also, the air temperature at floor level, may be to cool for it operate properly. Particularly, if it's below 60 degrees. the unit up off the floor and placing it on something sturdy, will help solve that issue.
After cleaning the unit, as stated above, try placing it upstairs where the temperature will be warmer and allow it to run at it's lowest humidity extraction level. That's usually 35%. If it functions properly upstairs, then you will know that it's an air temperature issue in the basement.

Compressor short cycles
The cycling is related to physics, different ambient temperatures will make it perform differently, over time. What matters is the output temp, (and the pressures).

Dehumidifier wont turn on or reset. code comes up
To figure out what Code F2 is, I took a look at the Owners Manual for the Model # AD70USS, Strangely, the Owners Manual doesn't list an F2 Code or any codes for that matter. Because that model number humidifier, does not have an LED screen.
Never the less, to reset your unit using an alternate method. Turn the Master ON/OFF Switch to OFF and unplug the unit from the wall outlet. Wait 12 - 15 minutes before plugging it back in. Then turn the Master ON/OFF Switch to ON and the dehumidifier should have reset itself. If it doesn't check the positioning of the water bucket, to make sure it's contacting the safety switch. Eventhough, you're using a drain home, it's still important.

I also have the Whirlpool
put some bleach in the water tray you might have mold growing in the pan or the rings of the humidifier
