Nope...That beep lets you know that you can commence talking. If you start talking before you hear the beep, whoever you're talking to will not hear everything you say.

Very likely the battery. But first, try these things: make certain the mic hole s not clogged, it is tiny. Clean the battery contacts on the radio AND the battery. Get them shiny! Try again. If static persists, try another battery or buy a new one. There is no easy repair.
I do not know how to make a video. You need the software and proper cable to program a Motorola GP2000. Of course, a computer capable of running the software, which means Windows. Probably not windows 10 yet. I use Windows XP still. Then you need your Ham frequencies, which are easily obtained.
