Hey, I would check water filter if it has one and the water line to water valve at the back of refrigerator. I'm thinking dirt or something when they work on water problem in other unit.

I see that you changed the motherboard in your Frigidaire refrigerator, model# PHSC3EHSS1I, due to it being full of water and would damage. I would suggest contacting your local authorized technician for further assistance. They will be able to diagnose exactly why the compressor will not start after you changed out the motherboard. the water usually comes from the evaporator defrosting and the drain being plugged with ice or frozen water. try a hair dryer and defrost the frozen water and clean the drain plug and hose
This is a combination of problems. I have a Kenmore Elite labeled Frigidaire model 253.44513601. If you are reading this you are aware that Kemore/Frigidaire refer's are JUNK.
I have went through TWO Kenomre Elites since 2001. My lateset Fridge (bought January 2007) suffered the "E F" code.
At first I replaced the Evaporator Fan (behind freezer compartment.) This did NOT solve the problem. I then bought a new control board located under the freezer. (take off toe plate, and removes screw, the board slides out and is connected by 3 wire harnesses.)
My fridge is now running, but it has yet to get "cool." This maybe because the User Interface needs to match the control board. Not sure yet, but I will keep posted.
Did you clean the surfaces thoroughly and glue it down with white or clear silicone, then leave it to cure? also was it an OEM replacement or an Amazon special as the quality is different.

It sounds like the compressor is struggling / overheating / failing. When was the last time your stripped the back out and removed all the fluff and debris? It overworks the compressor and gets red hot when the condenser coils get blocked. The struggling compressor causes the humming. Turn it off, keep the doors closed and vacuum it all out. Clean underneath and you might as well clean the floor and walls around it as the plan is to leave it disconnected for 1 to 2 hours to cool down and settle the refrigerant gas/liquid. Some other ideas below.
The evaporator fan motor circulates air over the coils to help keep things cool inside your fridge. If this motor starts to go bad, it will make a buzzing sound as it struggles to circulate air. You'll need to replace the evaporator fan motor to fix this problem.
