Have you tried taking the battery out and putting it back in? It may free it up. On the other hand, I have a corded phone that blinks when there is a new call with caller id. If I don't scroll down to every call, it continues blinking. If you have caller id, just scroll down a little more and see if the blinking stops.
hold the page button down for 5 seconds, that usually clears the blinking beep/light!!!
also make sure no old messages are in the VM inbox!

When the handset behaves this way the first thing to do is to replace the battery which you have done. If after this the handset still does not come on then by all means the handset's main board is burnt.
When the main board gets burnt the best thing to do is to get the board replaced or just replace that particular handset if you can get another one for sale.
It is more advicable to replace it because most often when the board gets replaced it the handset never remains the same. Usually at that point the handset becomes troublesome.

You're going to need to replace the battery. Make sure that you charge your new battery for at least 24 hours before you use the phone. If you have no local source to purchase a new battery from, you might try eBay.
How do I turn off message waiting indicator light
The VMWI led will stay lit if you have voice mail service from your telephone service provider. A lot of providers will also give a broken or stutter dial tone when you first go off hook as an indication of messages waiting. If you hear a stutter dial tone when you first go off hook, you will need to contact your telephone service provider. If not, you can try a simple reset on the base unit, just unplug it from teh AC adapter for about 5 minutes and then plug it back in.
My daughter dropped the cordless phone and there
open the battery cover. remove the battery for about ten minutes. plug the battery back in and put the cover back on. then put it in the base (not the stand alone charging cradle) the light should flicker on the base for a second. take the phone out and it should be working.

I recently changed this for a friend, and we went into the menu, and scrolled to the ring function, where I think we had 2 or 4 rings for an option.

- Your batteries are dead and old. Try replacing the batteries
- This can also happen if there is a short-circuit somewhere in the connection.
Try exchanging your batteries with a new one or with another phone of same model. If the problem is gone then your batteries were dead but if it arises again there must be a short-circuit somewhere, get is checked....

To start with, this seems more likely an internal fault. I am 90% sure, as i cannot be 100% without diagnosing it myself.You could try to fully reset the phone by :-
1) Remove the battery from the handset.
2) Unplug the AC adapter from the main base unit AND the wall.
3) Wait at least 20 minutes.
4) Put batteries back in handset.
5) Plug AC Adapter back into the main base unit and then the wall.
6) Wait about 30-60 seconds for system to reinitialize.
7) Test the system.
Sometimes un-registering and then re-registering the handset could help to solve the problem.
If the problem persists, that would confirm an internal fault. This might be a result of power surge. This is usually due to a problem in electronic circuit or a blown IC or diode on the board that needs replacement and soldering. If you have experience in electronics repair, could read schematics, would be able to use multimeter and soldering iron and could keep precautions, i could provide few pointers. Taking the phone to the serviceman is not advisable as the cost of repair would be quite high as compared to the cost of the product.In that situation, buying a new one is recommended.

I will advice you try reset the unit first and see if it will respond to charging., Follow this steps to reset the unit,
Turn off the phone, remove the AC adapter, press and hold the page/call button that is on the phone and plug back your Ac adapter, see if it fix the problem.
