Does the phone work with out power
That depends on the phone and the extent of the power outage. Some phones can draw sufficient power from the phone line, some need more juice.

Press the *tone button to select Tone Dialing or press #pause to select Pulse Dialing.
Press the program button again. You will hear a confirmation tone.

My two phones work "in tandem" as I understand
If you can remove the battery please remove it for at least 1 minute after a minute put it back in then press and hold the power button for 30 seconds. Then try to charge it. Thanks.

Hello,
yes, it could be a battery problem.
The moment the handset has no power, then first thing to check is the battery.
The battery cell maybe dead. In this case, you need a battery replacement.
In summary, the battery is most likely to be the cause of the problem.
