I presume your phone has "call waiting" as a feature. Normally you toggle between calls by pressing the "flash" or answer button. However, you may also need your phone service provider to add "call waiting" to your account.

To toggle the dial lock on and off on the Panasonic KX-TG361 series phones, make sure that the handset is in standby mode (no active calls). Then press Menu (the middle button below the LCD screen) on the handset. Press # 2 5 1. Enter the password that was used to enable the dial lock. You are pressing the VOICEMAIL TRANSFER KEY. Try the intercom and dialing 165 first. If it gets fast busy, then It sounds like the VM didn't survive the Power failure. Does it have a green or red light on the TVA and is it blinking steady or dark?

The most likely cause is that YOUR phone must be a ringing destination. If it doesn't RING on the 1st cycle then it does not pass the CID on to the station. It also depends on which system you are connected to. FIRST be sure you are getting the CID from your carrier. If you have a TDA system you need a CID daughter board. If it is a TDA-G, then it is built in. There are software options but normally defaults work.

KX-TGA402C is the included handset for a Panasonic cordless phone system like the KX-TG4011C. You should be able to adjust the ringer volume from the Initial Settings menu. With the phone system in standby, press Menu on one handset. Use the Up/Down arrows to locate the Initial Settings. Press OK. Then select Ringer settings and press OK. Select Ringer Volume and press OK. Use the Up/Down arrows to set the desired Ringer volume and press OK to save. Press Exit to leave the menu system. Alternatively, you can adjust the ringer volume by pressing the Volume Up/Down buttons while the phone is ringing. If the above steps aren't working, check that your handset and phone base are properly paired (registered handset). Also check that the base has power and connected to a working phone line. Cost to repair exceeds value of phone, so the answer is NO it is not fixable.

Unfortunately, the Panasonic KX-TG402x phones have no way to disable this "feature" of updating the date and time from the Caller ID information. The only way to disable it is to unsubscribe from the Caller ID service from your telephone provider.
