Unfortunately usually impossible, network may be able to do it free if it was previously a contract phone and it has ended however if not, because a network subsidises handsets they will normally not allow it for anything less than £10-20.
The cheapest option would be to either check ebay, where you can pay £1-5 for the service or if you search the internet thoroughly there is software which is sometimes available free which will unlock it.
Do note though that any unlocking from anywhere other than network/manufacturer will result in invalidating the warranty.

Well if you are tied to a particular network all you have to do is to unlock your phone to use it any other GSM network. You can get the unlock code through online. Check the battery for voltage if there is no voltage connect charger and check the voltage at the battery terminals in the phone, if there is no voltage check or replace charger. if present replace battery and allow to charge for few hours. Put the memory card out, goto Menu > settings > reset > Reset All. The default code is 0000.

Call Airtel customer care and tell them that you need to activate GPRS on your mobile. After you cut the call, you will receive GPRS settings in a message. View the message and then select options. Click INSTALL.
You will be able to access internet after this procedure.
