Sounds like the service has been suspended. Typically, on roaming SIMs, you need to add top up credit periodically. If you do not do this, the card because deactivated and you get that message.

You can do it but u can't format as in PC's u can reset the set as:

1.Back up ur contacts & other related items u needed.
2.Then Click on "Settings"
3.Initail Set up,scroll down u can chose Master reset or Master Clear.
4. Better go for Master Clear.Now everything is cleared from ur hand-set.
