I cannot locate free user manual for your TV, what you need to do is to go into the TV Tuner setup menu and have the TV rescan for the TV signal, it should pick up the Ch3 or Ch4 signal from the Dish box (depend on what the Dish box RF output is set to 3 or 4).
I myself will not use the RF output of the Dish box, I would have use the Composite video out (Yellow RCA jack) or Component video output of the Dish box to get the best pictures which the Dish people should have recommend you to do, the Video out put of the Dish box will feed the AV1, AV2, Component 1, 2 depend which you have available. You should also be able to punch CH3 or 4 on the remote control for direct access.

Hi,
this might have to do with your wire connections. Its either the wire used for the connection is bad or you did not connect it properly.
To verify, test the TV with another connection wire or connect the TV to a DVD player.
You can also try other connection method like, HDMI and Component connection.
Take care.
