If you remember your pass word then you can use any remote that operates the TV to reset the menu selection. However if you don't remember the password, then sorry, the original remote must be used.
Below is the procedure to set up the menu for front panel lock, unlock and the password reset.

Front Panel

Selecting this option lets you lock (disable) or unlock (enable) the TV's front

panel buttons. The remote still tunes to any channel so remember to remove

access to any remote that can operate the television.

1. Choose Parental Control from the Main Menue and press the OK button.

2. Enter your passworcd.

3. Press the down arrow to highlight Front Panel.

4. Press the right or left arrow button to choose unlock (_) or lock (_).

If you forget your password, you must reset it. Make sure the TV is of. Press VOL- (down) on the TV's front panel and then

CLEAR on the remote for approxhnately 5 seconds. The TV turns on. Enter a new password next time you access
the PARENATAL CONTROL menu or the TIME_menu.

Most RCA and GE TV sets use a four digit code to control the v-chip. The code reset procedure is different depending on the model. Try each method until you find one that works:

1. Hold down MENU on the remote and VOLUME DOWN on the TV it's self at the same time for at least 4 seconds. The set won't say so, but the lock will be unlocked
2. Hold down the 0 on the remote and the VOLUME DOWN buttons on the TV its self at the same time for at least 4 seconds. The set won't say so, but the lock will be unlocked
3. Hold down the MENU button on the front of the TV and the TV button on the remote at the same time for at least 4 seconds.
4. Hold down GO BACK on the remote and MENU on the front of the TV at the same time for at least 4 seconds.
5. Hold down EJECT on the front of the TV and the MENU button on the remote at the same time for at least 4 seconds.

Depending on the model, one of the methods should unlock the V-chip. Now, if desired, you can change the settings on the V-chip by going to the MENU and going to PARENTAL CONTROLS, or on some sets, going to MENU and then going to TV SETUP, then to V-CHIP SET.

There is some short circuit on the circuitboard of your TV. The smoked transistor like device is a low voltage regualtor integrated circuit [IC]. There is no 5VDC rail on the circuit board. The component you specifies may be a 5VDC regulator. If it is so, there must be a reason for its failure. Without this 5VDC rail, there will be no standby light. Its system control section won't work, as it have 5VDC to be into. You jusct check for some short on the 5VDC rail. There will be markings on the printed circuit board about the pins of that IC. It will have normally 3 legs, out of which one is marked as input, and other one as output and the third will be ground. You just find the output pin of that IC, resolder it out from the board, and measure there is any input voltage coming to its input pin without replacing it with an other. If not, collow the inout track to that IC, and find out the origin of that woltage. Usually it will come from the any one of the secondary windings of the line outout transofrmer {LOT}. If so there will be a series low value resistor will be there, check it for open. If there is input voltage already, check the output side for any short. In some cases, ceramic capacitors, if fitted across the 5VDC rail has a chance to get leakey, which in turn put a heavy load on the above said regulator Ic, and that may be the reason for its burning. Anyway, there is no 5VDC rail inside the circuit board. Check for it. If you wants any more clarification, ask me through Fixya, stating your findings, and your doings. OK

The problem is related to sound output section, or speaker. If the sound went out while working; speaker has out. Sometimes Ic related to sound output may be damaged. Some socket problems also may arise. If the picture is Ok the sound related problems are due the above said reasons.

try to get to the menu's with the remote, then with that go to the locked section or security. look for front panel access or something along those lines and enable it.
