first off, there is no pint in overclocking a celeron, on top of it a laptop, u may just end up ruing every thing.

Static on Screen
Is this an LCD type of monitor or CRT? either case, there's a problem with the horizontal IC. My best solution for this case is to have the unit serviced by an authorized personnel as meddling with the internal circuits of the monitor is dangerous.. Have them estimate the price for repair, if it costs too much... better buy a new one.
For CRT type of monitors: try degaussing, this feature can be found on the OSD (On Screen Display). This can be accessed by pressing Menu on the monitor buttons.

There maybe a problem with the video codec on your computer. Try a different player. I highly recommend downloading the K-lite codec pack as it plays almost 99% of all movies.

Low volume sound
I was afraid of that. The speaker system is only half in the monitor the other part(Amplifier section) was in your old computer. Here is a possible solution. Buy an external sound /speaker system. The amplifier comes with it and many can be had at a reasonable cost at **** places as Walmart , target ,etc. Sorry. but the speakers on
your monitor, I believe , will not work with you new computer. Sorry.
1907 Monitor Stand
for the hp x1907 we purchased recently there is no release it is just really hard to straighten, it has to be tight because you wouldn't want a wobbly stand
Can't see screen to install diver for HP Compaq WF 1907
My friend just purchase this monitor yesterday. When she plugged it in to the back of the tower she received the same prompt u have mentioned. I was able to repair it because she simply did not realize that I had installed a new graphics card into her pc a few months ago. When u do this, you have to hook your monitor into the area where the new graphics card was installed. You can not plug your monitor into the same onboard card that u have previously plugged your monitor into.
Let me know, if by chance, u did install a new graphics card.

The OSD (on screen display) is a lock feature that locks out all access to the control functions. Basically you can use this feature to lock the access to the control functions once you have everything set the way you want it so no one will be able to adjust them without unlocking it. To learn more about this option you can review this
lcd monitor manual to learn about the details that your monitor might have (this may or may not be a manual for your specific monitor, but I am using it so you will get an idea about the different features some monitors might have. My computer volume is not
Did it stop working or has it ever worked before?
Make sure
there is a cable running from your computer to the monitor's integrated
speakers. It should go from a green 3.5mm output jack at the back of
the computer to one the same size in the back of the monitor. If the
cable is there and still no sound, double check the connection, make
sure they are plugged in securely at both ends. Be sure that headphones
are not plugged into the computer at the same time or audio will only
come out through the headphones.
Make sure the audio is not
muted. There is a mute in possibly 3 places. One spot is the
application audio: if you're trying to play from Windows Media Player,
make sure the audio is not muted near the slider and that the volume is
loud enough to hear.
Second place is the system volume. In the
Control Panel, Audio (Start menu, Settings, Control Panel, Audio
component) you can check the volume and mute of the system volume.
Third
location is the monitor speakers. There may be a way in the monitor's
menu to adjust the volume for the speakers. Make sure it is high enough
to be audible.
If all of those are unmuted and high, you might
try replacing the audio cable. Also reboot the computer with the audio
cable plugged in where it should be. (Sometimes high-def digital audio
can be quirky). Next try plugging in a pair of headphones into the
front of the computer and see if you're getting any sound through there.
Those steps should help you diagnose the problem. If not, just post back with what you found out through these steps.

Dead pixel
Please read the WHOLE of this guide before starting.
Software Method
- Try running pixel fixing software. Stuck pixels can often be re-energized by rapidly turning them on and off. If this fails, complete the following steps.
Pressure Method
- Turn off your computer's monitor.
- Get yourself a damp washcloth, so that you don't scratch your screen.
- Take a household pen, pencil, screwdriver, or some other sort of instrument with a focused, but relatively dull, point. A very good tool would be a PDA stylus.
- Fold the washcloth to make sure you don't accidentally puncture it and scratch the screen.
- Apply pressure through the folded washcloth with the instrument to exactly where the stuck pixel is. Try not to put pressure anywhere else, as this may make more stuck pixels.
- While applying pressure, turn on your computer and screen.
- Remove pressure and the stuck pixel should be gone. This works as the liquid in the liquid crystal has not spread into each little pixel. This liquid is used with the backlight on your monitor, allowing different amounts of light through, which creates the different colors.
Tapping Method
- Turn on the computer and LCD screen.
- Display a black image, which will show the stuck pixel very clearly against the background. (It is very important that you are showing a black image and not just a blank signal, as you need the backlighting of the LCD to be illuminating the back of the panel).
- Find a pen with a rounded end. A Sharpie marker with the cap on should be fine for this.
- Use the rounded end of the pen to gently tap where the stuck pixel is - not too hard to start with, just enough to see a quick white glow under the point of contact. If you didn't see a white glow, then you didn't tap hard enough, so use just slightly more pressure this time.
- Start tapping gently. Increase the pressure on the taps gradually for 5-10 taps until the pixel rights itself.
- Display a white image (an empty text document is good for this) to verify that you haven't accidentally caused more damage than you fixed.
Tips
- If the pressure and tapping don't work directly on the stuck pixel, start moving outward around the stuck pixel. If you see the pixel flicker while doing this then you know where you can focus the pressure and tapping techniques rather than directly on the pixel.
- Many people report success with this technique but these instructions won't work in every case. It may take a few attempts to make sure you are pressing exactly on the stuck pixel.
- These instructions will fix "stuck" pixels, not "dead" ones. Dead pixels appear black while stuck pixels can be one constant color like red, blue or green.
- An alternative, but similar technique involves gently massaging the stuck pixel with a warm damp (not wet) soft cloth.
- Alternative technique to tapping: Using a rounded pencil eraser, push with moderate pressure into screen at stuck pixel.
- If these instructions don't work, you can hopefully get the monitor replaced through your manufacturer. If your monitor falls under the specifications of replacement, get in contact with the manufacturer to set up replacement plans.
Warnings
- Do not attempt to open the monitor as it will void the warranty and the manufacturer will not replace it.
- Make sure you don't get any electrical equipment wet or it may break.
- Some people claim that touching the screen can cause more pixels to become stuck, although this has not been proven.
- Be prepared to suffer a complete loss; you may crack the glass when tapping or putting pressure on an LCD assembly.

New installation but disk provided will not install.
First of all, your question is NOT clear! You have not mentioned what
the heck is your intention. ?? Are you trying to delete a system file?
a Windows program file? or just a program file? OR are you just trying
to FORMAT your hard drive?
this may not be the problem but it is the only thing i can think of.
Right click the drive and go to properties, there should be a tab which
says "security" go to that and make sure your user name is checked for
access if it isn't and you can't check boxes with that account log-on as
"Administrator" add yourself to the checks and hopefully that will fix
it.
If it is just some file that you want to remove follow this. ( NOTE:
this will not delete key system files that is required for windows
operation)
Go to Start -> Turn off computer -> Select "Restart"
While the system restarts ( after shutdown is complete) keep pressing
the F8 key until you get the bootup menu. From this menu select " Start
windows in safe mode". This time windows will start/load with the least
required driver files and necessary system files. Now try to delete the
file you wanted to delete.
If you want to FORMAT your hard drive, ( Be careful and know what you
are doing here, you must have back up drivers for all your system
equipments and an OS available to reinstall)
Go to Start -> Turn off computer -> Select "Restart"
While the system restarts ( after shutdown is complete) keep pressing
the F8 key until you get the boot up menu. From this menu select "Safe
mode with command prompt". When system boots up, go to the command
prompt and format your system drive. ( C drive by default)

My computer password protected
go to Start/Run and type
"control userpasswords2" minus the quotes. You can also use
"control userpasswords" to bring up the user accounts menu thats found in control panel.
