Check your pins at the connector.  I had a problem like that before and it was a student who unplugged the cable and tried to reconnect but bent 2 pins which shorted out the computer and monitor.  If that isn't noticable try connecting the monitor to another computer or laptop and if it still does the shorting issue then its in the monitor cable or board on the monitor.

I would say there is a bad ram stick in there. If you have more then one take one out then restart if nothing changes try the other.

just restore your computer to a couple of weeks ago.just go to the control panel.click performance and maintenance.then in your left hand corner you should see system restore. follow the steps and be sure to click on the date before this occured.good luck,hope i helped

Well, yes, if you have an AGP PowerMac G4 then any AGP video card will FIT into that AGP port.... The question is to know if that card is Mac Compatible ?
Where did you get the card ? Did you get it our of another mac ? or from someone who got it out of a Mac, then yes, it should be compatible with any Mac with a AGP port.

There is a possibility you have a software problem but I suspect that the video card is failing.

You have a problem with OS X software, a simple archive and install should correct your problem.

when you are booting press and hold mouse button downthis should eject the drive have you tried this yet?

On the newer macs, you can hold down D while booting which will take you to diagnostics mode. There you can reset the password. For older systems, you will need boot media.
