The walking foot lever is not touching the material . is the knee pedal adjusted right . is the manul lever on the back down.

Could be the incorrect needle for the machine. Also, vinyl is difficult to sew because its "stickiness" characteristic tends to grab and hold the thread during the stitching process and is more likely to cause skipped stitches. you would have to check with Consew about a repair manual, it would be a good idea to replace the needle bar clamp.

Small screw on side of bobbin case.

Tilt the machine up. There's a screw holding the hook in. Loosen, remove base plates, lift the hook out and replace. Don't move any thing else or you'll have to reset timing.

Remove the belt. Check that the bobbin case is installed correctly. Hold the button down while turning the wheel. Also check the lock screw on the shaft. It can get loose, or too tight.

Check your needle installation and tension settings on both the bobbin and the machine.

Was the bobbin filled as necessary? Was it inserted correctly? Was the needle misaligned or bent?

Regrettably, it sounds as if you may need to see someone who specializes in walking foot Consew machines. I could only guess here and I would have to doubt that anyone untrained could correctly repair it. There are numerous internal mechanisms that drive and time that walking foot to the feed dog, so please do not attempt it yourself. Seek professional assistance. "it seems like it is not walking" That foot will move in time with the feed dog and if it is functioning correctly, the walking mechanism is quite noticeable and obvious. Sorry, but if you are asking that question, the only solution past the obvious--you have not lowered the foot--is one that only a professional can correct. Sorry. . .

Adjust the nuts on the clutch so the screw comes out a bit

Safety clutch may be disengaged. Push and hold down the right hand button on bed of machine and turn handwheel away from you until it comes to a stop. Still holding the button down, force the handwheel away from you until you hear a loud click. Release button and now see if you can pick up needle thread.

Google for a Consew Dealer and ask them for help and offer to pay for a repair/adjustment manual. Hopefully someone will take pity on you and help.

Your machine probably needs to be adjusted and timed. But make sure you clean under the bobbin area before you try again... or take it to a machine pro
