I took mine off and made sure all the dust went into a bag. Then I used damp paper towels to clean the inside walls of the bin. If there was any gook stuck, I used a lil dish soap. Never immerse the bin, or replace it on the vacuum wet.

It's part of the high-torque clutch mechanism, and we wouldn't recommend attempting to access or remove it as this could damage the machine. The belt is protected by a sensor which will shut off the brush bar for protection if something jams it, so it's very unlikely the belt itself would be at fault.
