How to connect a usb hub to Linksys EA7400
It depends on the power capability of the EA7400! Usually, those ports are rated at 500ma, or 0.5 amps each. If you plug in a non-powered hub into one of the ports, it will draw power from the EA7400 to operate. If the power draw needed exceeds the capability of the port, it won't work properly. A powered hub relies on an external power source. In that case, only data collisions (oversaturating the ports) need to be considered.

What is the model of your Linksys rotuer? How many computer and devices are connected? Who is your internet service provider?
Are all the devices offline?
Make sure that your router is setup properly with the modem.

Setting up a linksys RE6700 that was set up to my old WiFi address to my new WiFi address
The simplest way to reset the range extender is to press and hold the reset button on the side of the unit for 5-10 seconds. The LED will start blinking. The button is recessed and is close to the WPS button. You can use a ballpoint pen or the end of an unfolded paperclip. Now you will have to connect the RE6700 to your router as if it was brand new. Connect motorola 3360 to Linksys E4200
The DSL modem connects to the yellow port on the back of the router. Then the computer or other devices that aren't wireless are plugged into the blue ports. If it doesn't work, it's possible that your service provider doesn't recognize/accept the router. If not, contact them by phone and ask them to allow the connection.
