Bowl lift lever on hobart HL200 loose, can't lift the mixing bowl
check inside the machine housing the part where the handle is moving but the rest of assembly is not it could be a pin has dropped out. use something like a nail etc to block this part so that the handle turns the assembly. until you can get a replacement.
if this is not the case then a part is broken and needs replacing.

see part pin PS-004-15 this could be the problem on pages regarding base and pedestal you can see the lifter assembly diagram here and a list of parts if replacements are needed.
also to reduce wear on this lifter ensure the bowl holding arms sliding rails are kept clean and lubricated. if they get fouled up with flour etc this over time, plus the weight of the bowl can cause excessive strain on the lifter assembly.

Why is oil leaking down into the mixing bowl on the Hobart HL200 Mixer
There is a leaking gasket. The OIL is from the Grease applied to the gears. It may have somewhat turned a portion of lube to a liquid state due to heat within the motor housing during use. The OIL as you put it, could also leak out from the port where you insert the beaters. If so there is also a set of seals to prevent that from happening, and if they are worn or damaged, leaking can occur. This unit needs a professional serviceman to fix the problem.

what speed is it slipping?You only use 1st speed for dough,right?
Can
you put it in gear and stop the hook from moving with your hand?In that case problem is in spring clip.
if you are using greater speed this will generally happen
in the200a mixer there is no cluch it is direct gear driven.
if it is slipping it caused bt a bad gear or gear pin. this is a key
way that locks the gear to the shaft. rebuildlig could cost big bucks
