What are the seam allowances 1/4 3/8 5/8 lines?
they are guide lines for when you need to sew a 1/4 inch seamsallowance.or if the pattern calls for a 3/8 inch seam allowance then you have a guide line to go by.some people use them when they sew and some people don't use them when they sew.

Which tension setting should i use for elastic
The higher number is more tension, lower number-less tension. There are two ways to apply elastis. One technique is to apply it to the wrong side, fold it over and top stitch. The other is to apply it within a wrapped binding. Zig zag will work fine but try to avoid excessive needle punches as this does weaken the elastic and tempts breakage.

Arm wont move and needle wont go up and down any
Annoying solution, but works every time. Remove the ENTIRE bobbin casing from the base and then turn the wheel. The needle should lift right out. Reassemble bobbin casing and oil very well.
This generally only happens when you are sewing through several layers of fabric or though a thick fabric. If you are doing neither, the timing in your machine may be off and you will need to get it repaired.

here are some suggestionschange the needle--make sure it's turned the right way when insertingthe new needle into the needle bar holdercheck for burrs on the needle plate and in the bobbin areatry a different thread, some thread is just not very good

Two threads coming from bobbin?
try adjusting the top thread tension-one number or letter less, thensew on a piece of the scrap fabric if you have any. to see if that helpstry changing the needlemake sure the bobbin is turned the right way in the bobbin case, I know this may sound crazy but it can hinder the sewing, I was sewinga skirt the other night & I turned the bobbin the wrong way & insertedthe bobbin into the bobbin case & it didn't work good,, I took the bobbinout of the bobbin case & had multiple threads. so I had to clean the mess up & turn the bobbin the opposite way & the machine worked just fine

Move needle to the right
It doesn't look like you can change needle position on this machine. Even the zipper foot for this machine is made so the foot itself moves to the right or left rather than having to change the needle position. Here's a copy of your manual. http://www.singerco.com/uploads/download/438_3116.pdf

Needle bar
clumping is caused by operator error and tension problems. First make sure you are grasping the threads when you start to sew. Then tighten the upper tension.
