Check for pressure in the refrigeration lines because if all fans are working and the compressor is running it should be cooling. Most of the time the system is flat or severly low on freon which would mean a major leak somewhere. But first hook up guages to the system and let me know what you find ok.

Amana PTAC unit stopped working
Sounds like when you turned the unit on 'cool' (and t-stat clicked) and the fan tried to start - that it blew another fuse. If I was there - I'd check the fuse and make sure it's ok, then I would check the 'voltage' coming into the unit to make sure I had voltage.
You should have 220-230 volts to the unit.
Is the fuse (you're talking about) in the unit? Or somewhere outside the unit?
I would think you would have a 'breaker' somewhere - that might be tripped. Note; it's possible that since your unit is 220-230 volts you could of 'tripped' one 110v breaker only - which would drop the voltage to your unit to 110-115 and not run your fan motor or compressor.
First things first - see if you have 220-230 Volts to the unit.
If you do - and the fan (and compressor) are not starting then you have an electrical problem, probably a 'control' issue, i.e. the t-stat or some other control has it off.
If you don't have 220-230volts or only 110-115volts then I would look for a tripped breaker or another blown fuse.
good luck
