Well, it will play, it will just be very annoying to hear that humm. Unfortunately, you cannot get the wire plug from Technics, as it has been discontinued. So, the only other option is to take it to a service center, and have them 'hard-wire' a ground table to the unit. This entails opening it up and running a ground wire from the inside of the unit. Shouldn't cost you much, and should take about 30 min or so to complete. If you are quoted more the US$40, take it else where.
Any qualified electronics technician should be able to handle this. It's Audio Repair 101 - very easy stuff.

Needle doesn't make contact with album-can I
The weight at the end of the arm should be adjusted so that it applies pressure to the stylus. However sometimes the cueing leaver can get stuck or break, not allowing the stylus to come down on to the record. If the weight has numbers trying setting it to around 2 or 3. If it does come down, adjust it till that it neither rumbles or slips across the record. It's a question of trial and error doing this.
Cartridge
If you look at the cartridge it should have a make and model number. Put that into Google and it should come up with the correct stylus for it.
What size belt on the SL-Bd22
Just purchased a belt for my SL-BD22 from Vintage Audo (Audio?). The belt size is 23.6 X .180 X .025 inches. Their part number for this belt is:B00926DJ74. Hope this helps.

Find a way to hang the unit, keeping it level. I use 4 coat hangers, cut off and bent to a hook at the bottom. Put a safety string , wire or clip on one of them in case it gets bumped. Using your hand, turn the turntable and let it go through it's cycle. You will be able to see where and when thinks happen. Some have notches and some are friction fit. As long as you don't force anything, you should be able to realign the timing of the gears.
Won't turn on
Check the fuse in the plug. If that's ok then the fuse on the board might of gone. & if that's ok as well then the trancformer has gone bang.
