I have only done the UV5 series but I believe it is the same procedure. If using chirp, install the drivers from Baofeng that were with the programming cable,. then install Chirp. Even if it doesn't show complete go ahead and open Chirp. After that, the updates for chirp will install OK.

Typically you press the button on the front that is marked T/A. It means "talk around" or talk without the towers. It is simplex. Hopefully no one changed that buttons action.

Your question is not very specific. Do you have a programming cable? Can you access the internet on a laptop with a USB port for that cable? You CANNOT program radios from a phone or tablet. It obviously works, so it is NOT a fuse. The most likely cause is a poor antenna connection. This happens often. Unscrew the antenna. Use a continuity meter to check check each connector. Such as the one that screws into the radio, if the continuity meter "beeps" the connector is "grounded" and was installed improperly. Do not use that antenna until you fix it, you could blow the transmitter by using a "grounded" connector. Test it exactly the same way without the antenna attached. If you are not used to installing connectors, you could easily go through 2-6 before you get the hang of them.
