Fault at its main digital board. Short circuited component/s at it. Contact any service technician; or the authorized service center. If you wish to get some details; check the site linked here. Pull up older posts.

In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
Before going further; try a hard reset first. If it does not help you, replace the main digital board. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; visit the site linked here.
Can't get 2 cable tv mode
It has to be in the menu for setup, select menu and start looking for Catv, cable or such versus antenna or air.
Clean lens and screen
LCD rear projection almost never need cleaning---is model number here correct? If so do not even attempt to clean the lens and screens on this type of set scratch if you touch them hard.Real question would be what issue do you have with the set?
New bulb trys to light but its not completely lighting
Look first to see if old lamp has exact same issue or not.In some of these sets dirt can also be a issue as it clogs the fans and blocks air intake and exhaust paths.See this a lot where at shop take set outside and with a air compressor clean all the dirt and dust out and set works ---just a thought for you.
JVC hd-ila 61fn97. picture appears,
In your tv the image is generated this way: the bulb makes a white light; this light is split in 3; each separate beam is projected on an small LCD screen with a reflective layer below it - this way 3 separate pure colour images are created; these pure images are mixed together by some special 2-way mirrors to create the full image.
In your case the LCD for the Green is incorrectly commanded - the level for black is way too high so the blacks appear with a green tint. This is usually caused by a bad setting - see if the Tint (mainly) and Color ones from the Picture menu are correctly adjusted and they're not do them.
If even after adjusting those settings the image is still off then a professional will have to go in the service menu and adjust the base settings - in there the data aren't clearly identified and if you change something by mistake the tv might simply refuse to power on so leave it to someone with experience.

Good day!
First
of all, before you proceed to the minor/major troubleshooting try to
check first the cable signal and connection of it,if you are cable
subscriber.Another thing is to play any movie or recorded shows to your TV to make sure that the problem is
on your TV or on the signal.
If you already play the movie and the problem is still there.
Follow the procedure of troubleshooting to fix the problem:
- Remove the back cover by loosening all screws.
- After you open the cover, look for the convergence
I.C-it is the one that have heat sink and stand on vertical position. The
part # of that I.C is usually starts with the letter STK####.
- That convergence I.C controls the images and
graphics.Replace it and check the resistors and other components near
that I.C.Use a soldering iron and soldering ****** to replace the parts
or components and multimeter tester (range on resistance).
- If you already replace the convergence I.C and check
some component near that.Plug-in and power ON again to test if it is
successful.
NOTE: Always double check the solder parts when you replace any parts or components to avoid short circuit or major damage.
Just add a comment for more query or if the problem is still unsolved.
I hope this solution will be helpful to fix your problem.
Thank you and good luck.

It's under warranty, get it fixed or replaced NOW!!!
If you stated the wrong warranty period, then There's a good chance you have failing electrolytic capacitors either in the power section or the inverter section or both.
Any caps in these sections that look bulged at the top, or bulged/leaking at the bottom need to be replaced.
If you repeatedly turn it off and on, eventually it'll probably stay on, but every time you turn it off, the TV will get harder and harder to start up until one day it just won't.
Sometimes you have to do the opposite to start it up and unplug it for some time and then try again.
If you aren't tech savvy, don't worry, read the rest of this solution and watch the videos.
If you are handy with a soldering iron and can identify the power supply and inverter / FM section for the backlights, an inexpensive handful of capacitors will likely fix you right up.
Match the capacitance on the capacitors. Go over voltage if you can, and still have them fit.
IE - it's not a bad idea to replace a 10V cap with a 16V or 25V or even a 50V, but don't replace a 680uF cap with a 500uF or a 1000uF (unless you are positive it's only doing ripple filtering, and even then, you should go OVER, not under the uF rating).
Most of the caps that go are 10V 1000uF or 3300uF.
I found some great videos of the procedure (for many Samsungs with the same issue) on youtube.

As you can see, this issue spans plasma TVs, as well as large and small LCD TVs and monitors.
The parts are cheap, and skill required is minimal.

If your TV looks 3D, warped, or distorted it likely has a convergenge problem. If however it just looks dull, washed out, redish, or if it looks like objects on the screen have halos the fluid in the lens has soured. You can search google for parts or you can get the parts with repair instructions from sites such as

It means that the optical engine's plastic lenses have been deformed by the heat of the bulb and no longer focus correctly. This is unfixable, the only thing you can try is to realign the components (the bulb and the engine. If that fails to fix it it means that the entire optical engine will have to be replaced and it will be extremely expensive - over $700.
