It is normal for some water to be int the bottom of most dishwashers. The power issue is different. For houses built in the last 20 years or so there is a switch (like a light switch) that must be turned on for the dishwasher to get power. Make sure that is on. If it is then you need to check the breaker to make sure it has not been tripped. If it has reset it. If this doesn't solve it then the dishwasher will need to be removed and checked by a repairman.

try detaching and reattaching the ribbon circuit make sure you use electrical grease

Sounds like a control board problem
