My tv is not CRT is LCD RCA Model L26WD12

Assuming you are not accidently sitting on the remote, I would say either the power supply or main motherboard has failed. Time for professional service or a new TV.

FPA turned on and I have only a universal remote

In most ceases, you might have its original remote control to unlock it. Anyway, try this. 1.Hold down MENU on the remote and VOLUME DOWN on the TV it's self at the same time for at least 4 seconds. The set won't say so, but the lock will be unlocked 2.Hold down the 0 on the remote and the VOLUME DOWN buttons on the TV its self at the same time for at least 4 seconds. The set won't say so, but the lock will be unlocked 3.Hold down the MENU button on the front of the TV and the TV button on the remote at the same time for at least 4 seconds. 4.Hold down GO BACK on the remote and MENU on the front of the TV at the same time for at least 4 seconds. 5.Hold down EJECT on the front of the TV and the MENU button on the remote at the same time for at least 4 seconds. Depending on the model, one of the methods should unlock the V-chip. Now, if desired, you can change the settings on the V-chip by going to the MENU and going to PARENTAL CONTROLS, or on some sets, going to MENU and then going to TV SETUP, then to V-CHIP SET. Background voice, 27 inch "truflat" 2005 model

What you're hearing is the descriptive audio track included on many DVDs for vision-impaired viewers. Does this happen when you're watching regular TV or just with DVDs? If it happens with regular TV, do you have a cable box?

Regular broadcasting sometimes uses SAP (second audio program) to send additional audio, and this descriptive audio may be the SAP channel on some programs. Check your TV's audio settings to make sure you don't have SAP turned on. There may also be settings for SAP in your cable box as well, so check there too.

When playing a DVD, descriptive audio is usually an alternate audio track. Check your DVD player setting to make sure you've selected normal audio for playback.

TV loose power, then regain it...off/on 20-30 times a minute

It's trying to speak to you... it wants you to repair it. It must be where the relay is that turns the tv on with the remote control. All aging electronics needs the electrolytic capacitors replaced. When they age they throw the voltage off and cause many other parts to blow up. Aging solder joints could be a factor too. look for parts that have been overheating. The circuit board may have parts desoldering themselves and or overheating the circuit traces.

RCA tv turns off by itself and there is no picture

HiI repaired a tv set which has the same symptom. The problem was overvoltage as a filter capacitor in the line supply dried up and the voltage got out of control. I replaced both line supply filter capacitor and the RGB supply filter capacitor (47uF/250V) and the fault was fixed.I hope this hint helps you.Sully
